These decisions of the government are taken yesterday through a statement whose content.

Since August 19, 2017, several localities in our country have been confronted with a wave of street demonstrations, organized by the PNP party and relayed since September 6 by a coalition of political parties.
These demonstrations were peppered with serious violence resulting in loss of life as well as many wounded and significant material damage including damage to the physical integrity of people, destruction and damage to public and private property.
At no time did the leaders of the political parties concerned deplore, regret or condemn the violence and abuses committed on the sidelines of the demonstrations. Unfortunately, the violent nature of the marches recently organized is in contradiction with the unequivocal spirit of Law No. 2011-010 of 16 May 2011 laying down the conditions for the exercise of freedom of assembly and of peaceful public demonstrations.
It is in this context that the Government had to restrict the demonstrations in order to avoid marches and processions during the week for the benefit of the meetings and thus to reduce the harmful consequences of these meetings for social peace including the impacts negative effects on economic activities.
On October 30 and 31, the Government organized meetings and exchanges with the coalition of political parties behind the demonstrations and with all political actors in order to carry out a joint assessment of the excesses and slippages recorded in the margins of the protests. demonstrations and to agree on measures to be put in place not only to preserve freedom of demonstration but also to guarantee the right to come and go to other citizens.
At the end of these meetings, the government reminded the political parties of their duties and responsibilities in accordance with the Political Parties Charter and the Law on the Status of the Opposition. Thus, it was agreed that the organizers of the events should have an internal service and cooperate closely with the police to supervise the events and to avoid the risk of violence and overflowing. In addition, human rights organizations have been invited to contribute, through their presence, to the observation of demonstrations in order to identify possible cases of violence and overflowing.
To reinforce these measures aimed at ensuring the preservation and effective respect of the freedom of demonstration and reaffirming its determination to promote a return to calm and a climate of calm and serenity essential for the search for credible and sustainable solutions to the issue of political reforms, the government has decided, Monday, November 6, 2017, to take necessary measures to:
- The release of 42 people arrested, tried and sentenced by various jurisdictions in the recent violent events,
- The return of the motorcycles seized, in Lomé, during the demonstration of September 7, 2017 and this, after 22 hours,
- The lifting of the judicial review of Mr. Jean-Pierre FABRE, leader of the opposition in the fire procedure.
In addition to these appeasement measures, the government is also taking steps to open a dialogue with the entire Togolese political class in Lomé and hopes that all this will lead the political parties concerned to act. with the utmost restraint and responsibility and to work for the national interest by safeguarding peace and national cohesion.
