Creation of Commons: Togo on embers / Strong tensions in Wawa and Zio



Since the new "controversial" law on decentralization has been passed by the parliamentary majority RPT / UNIR, tension is mounting in the communities. Wrong cadres (belonging to the ruling party, ed) of these localities make use of this law according to their desiderata, thus creating frustrations within the populations. When the people of Klabe-Efoukpa and Okou are at loggerheads in the Wawa prefecture, the tone increases and hardens between Mission Tové and Kovié. In the maneuvers, power brokers are mentioned.

Zio: tension between Mission-Tové and Kovié

Today, the reality is tragically lived in localities. Everywhere, tension, smoldering or is open. In the prefectures of Wawa and Zio, it rises and weakens the harmonious living together of populations of the same identity. Mission Tové and Kovié, these are two localities that share the same historical realities. According to the story, these two villages were founded by two siblings. For a long time, the two populations led a peaceful coexistence. Before each locality had its school, their children attended the same CEG.

But since Friday, the beautiful soul that unites the two localities is torn. In question, a history of common. Kovié is home to the Gendarmerie. And suddenly, Mission Tové takes the Commissariat. In order to have the identity documents established, the neighbors must go to the brother village. In the last law on municipalities, the canton of Tové which houses the Commissariat is chosen chief town of the Municipality of Zio II. But in complicity with the Commissioner of Tové who would be close to some senior executives of the Unir of Kovié to divert the municipality to the benefit of the latter. But not to let their "steal" the privilege, residents last Friday expressed their wrath. According to them, it is the Commissioner General of OTR Kodzo Adédzé, an influential member of Unir, who is at the heart of this tragedy. The people of Canton Tové say they are ready, "come what may", to protest until their privilege comes back to them right. This means that the story is just beginning.


According to analysts, the fact of diverting the municipality to the canton of Kovié is explained by political and sociological factors. First, Faure Gnassingbé's grandmother is from Kovié. Then there are electoral reasons. Mission Tové is considered an area acquired by the opposition, while Kovié is supposed to be more than 60% Unir.


This risky creation of the communes is obviously a time bomb for the country which is on the edge of the raseoir. And that's right. Here and there, the situation seems the same. Just recently, the people of the canton of Klabè-Efoukpa, located 58 km from Atakpamé and 28 km from Badou protested against what they call "the attempted spoliation underway of the chief town of Wawa III" attributed to their village and confirmed by the division of the Territorial Administration.

Wawa, the tension persists

In this regard, the Regent of Klabe-Efoukpa, based on the capital of Wawa2, Gbadi N'kougna, rejected this criterion cut for Wawa3 alone.


Sources reveal, however, that Klabe-Efoukpa is more affluent in terms of inhabitants and administrative infrastructure than Okou. Indeed, according to the Fourth General Census of Population and Housing (RGPH4), Klabe-Efoukpa has 15,311 inhabitants while Okou has only 5,432 inhabitants; and in the elections of 2015, Okou had 2352 voters against 8547 in Klabe-Efoukpa which turns out to be the largest canton of the prefecture of Wawa with more than 30 villages and farms, 7 CEG, a high school, a police station, a gendarmerie , two markets and many other administrative infrastructures that Okou does not have.

In addition, a General Report of the Technical Committee for Elaboration of the Roadmap for Decentralization and Local Elections co-opted the canton of Klabe-Efoukpa, as well as the other agglomerations of Togo, to enjoy the status of chief town of the commune. . Documents specifying the territorial jurisdictions confirmed the choice of Klabe-Efoukpa, chief town of Wawa3. Dilation and intimidation

In some executives of the regime in place, the delay and intimidation are the things best shared. When they want to violate the rights of honest citizens, they brandish their title or social status to impress them. They go as far as finding accomplices who can help them achieve their will. The case of Minister Sessenou is revealed. Information revealed that after the demonstrations of the populations of Klabe-Efoukpa to claim their right, the Regent and officials of the Village Development Committee (CVD) were convened on February 9, 2018, by the Prefect of Wawa for a meeting . To the great surprise of these, Minister Sessenou, the two deputies from Wawa and the Director of Decentralization were waiting for them. At this meeting, the Director of Decentralization pointed out that the three communes of Wawa and their chief towns, especially the commune of Wawa1 with chief town Badou, the commune of Wawa2 with chief town Gbadi N'kugna and the commune of Wawa3 with chief- Okou place, were proclaimed by decree to the Council of Ministers of 20 December 2017. "This decree was signed by the Head of State," he announced. The minister then rose to say that Okou's choice is final and no one will come back on it. This declaration, far from calming down the situation, rather reinforced the mistrust born between the populations of Klabe-Efoukpa and those of Okou following this affair. According to concordant sources, before this statement by the Director of Decentralization, soldiers invaded Klabe-Efoukpa to intimidate his people and force them to accept this decision. For the people in charge of the CVD of this locality, it is the minister Sessenou, who pulls the threads.


Statements that do not reflect the reality

It is curious that Mr. Sessenou, native of Eketo and cadre of the Prefecture of Wawa does not work for the happiness of the populations, but sows the division in this locality. He is accused of being the true architect of this crisis that currently prevails in this community. At a time when there is still tension between the populations of Klabe-Efoukpa and those of Okou and fear that it will lead to a confrontation, Minister Sessenou shows up, on February 11, 2018, on television Togolese (TVT), to declare that calm has returned in this locality because the populations have decided to comply with this decree taken in the Council of Ministers. "Curious and astonishing things were the news at the TVT's 8 pm news where the world is made aware of the Badou meeting with all these allegations. Mr. Sessenou went so far as to assert that both sides have agreed. These are false to the extent that there has never been an agreement between us on this case, "said a source.
