An emergency constitutional review is not possible, according to Alphonse Waguena

The government authorities persist and sign that the special session in the hemicycle this Tuesday does not target the preliminary draft constitutional revision adopted by the government on September 5 last. It will be to study the budget of the National Assembly and in camera, specifies the Secretary General of the National Assembly, Fademba Waguena.

With reference to the amended constitution of 2002, the Secretary General of the Togolese National Assembly argues that even if the government wanted it, the National Assembly can under no circumstances carry out a constitutional review under urgent procedure.

First of all, it is in this capacity that the President of the Assembly convened for Wednesday the Conference of Presidents which will be able to assign the bill to a standing committee. Particularly in this case, it is the Committee on Constitutional Laws which has jurisdiction to examine this draft law , said Alphonse Fademba Waguena, before adding that the Rules of Procedure of the National Assembly states in its article 110 that the constitutional review can not be subject to urgent procedure.

And even if the National Assembly, by any gymnastics, came back to putting forward the draft bill of the government, nothing guarantees that the constitutional revision passes.

The parliamentary majority UNIR always prevails in the Chamber and still has the same prerogatives to reject this draft revision as was the case in 2015 when the proposal always came from the same government.

Oruko Amutorunwa (Pre-Destined Names) In Yorubaland

Ibeji (Twins) In Yoruba land, one of the most important things done when a child is born is to give the child a name. This comes after the child’s ritual birth, massage of specific body parts and other rites as well. Names are given to the child by the father, mother, grandparents (paternal and maternal) and some close relatives also. But sometimes, the circumstance of a child’s birth will automatically give the child a name. This name is known as ‘orúko àmútọ̀runwá’ (pre-destined or generic name) in Yorubaland. The most common generic names (orúko àmútọ̀runwá) in Yoruba land are ‘Taiwo‘ and ‘Kehinde‘ (altogether known as Ìbejì) which are given to twins. The first born of the twins is called Táíwò, a shortened form of Tò-aiyé-wò (taste the world) while the last born of the twins is called Kéhìndé which literally means “the last to come”. Contrary to the popular belief that Taiwo, being the first born of the twins, is old
