Gilbert Bawara fails to manage 250 agents only from his ministry



He is making such controversial statements one after the other in an attempt to calm the palpable political tension in the country. Gilbert Bawara, since it is about him, also has fire at the buttocks in his own ministry where the civil servants are on strike for three days, starting this Tuesday. 250 is the number of staff the minister can not manage to prevent this strike. Honoré Adontui: Your watchword for a three-day strike, is that okay?

Houmenou Komlan: Yes, it is maintained for three days, starting Tuesday, Wednesday and Thursday.

Why three days of strike at the level of the Ministry of the Civil Service?

We chose three days of strike to have a visible effect. And that's the bottom line.

Your main claims revolve around 3 points. Can we understand them better and know them better?

The performance bonus and the 13th month restoration. Quite simply.

In the meantime you talked about improving your work premises

Yes, we have quoted that as well in our demands, and we think that it is blurry around this, because we are promised premises, but we never saw a wall mounted, whereas we are in a ministry but we are in the premises of the people. We have really demanded that proper premises be built. That is also maintained.

Let's go back to the two main claims, why do you get to that point? We think that you are civil servants, you already have your salaries, why are you asking for more?

We are not exaggerating. We are not asking for more. Our ministry gives more than it has, and less than it receives. The efforts we produce within this department must be recognized, and that is what we put into the performance bonus. So, you can not be in the kitchen and get hungry. We consider that it is we improve the living and working conditions of the people, and we are left behind, we are relegated in the background. Nobody looks at us, while we are at the center of this administration. And as a parent department, as I have often said, certain advantages must be automatic.

What do you do more than others?

No public official, can not live, can not evolve, can not have his salary, can not be advanced, can not be established without going through the civil service. The public service is at the center of everything. So nobody here can say they are concerned if they have no connection with the public service, never.

In clearer?

That means that before you are a recognized civil servant, worthy of that, you must go through the public service necessarily, it is a door of no return, forced.

It seems that your superiors do not agree with the strike movement you just launched.

It's normal. No minister or authority will want to see his staff on strike. But we gave the authority a time to focus on issues related to our claims. During the 30 calendar days which was the time allowed, it is clear that no meeting was made. We have just understood that our first leaders laugh at us or they do not hold our demands to heart. Yet, the authority judges our claims legitimate and well founded. But nothing is done in this sense. So the base gathered this Friday, decided to use this strike that is legal, recognized by the Republic to be heard.

When did your last discussions with Minister Gilbert Bawara go up?

A month ago, even before the strike notice was suspended. Because when we launched the strike notice, he received us twice. He made us understand that steps will be taken to improve our situation. It was this very position that pushed us to grant a 30-day period, and during that time, as I said, nothing has been done.

Do you take into account the current situation in Togo?

We have already begun our discussions before this situation, and we do not even want to talk about it, because it has nothing to do with our administrative situation.

What do you expect from the government?

Let the government open sincere discussions or negotiations to improve our living and working conditions, quite simply.

Three days of strike, do you imagine the consequences?

Yes, we are aware of that. We have already said that. These consequences are mechanical, first for us and for the other layers. But to the impossible, no one is held.

After the three days of strike, what will be the result?

Friday afternoon, the base is in GA to decide on the conduct to be held.

How far are you ready to go?

We have already reached the climax of our evil, we no longer fear what will happen, for we can not make omelettes without breaking the eggs. So we want omelets, we're ready to break the eggs.

Do you have a word for your comrades to finish?

I thank them for the unfailing support they have shown me for some time, not to testify to me personally, but that they have been testifying in the office for as long as we have begun these claims. The foundation today understood that if it does nothing, it will have nothing. Without the struggle, nothing can be done. It is the struggle that frees. So I appeal to everyone. Since we are already aware of the situation we are living in, as a parent department, we should not treat ourselves like that. We will rise as one man and say no to this disproportionate treatment that is being done within the administration of which we are the first pioneers.
