Citizen Summit in Lome: ECOWAS Protocol on Democracy and Good Governance discussed


The Grand Citizen Summit on the implementation and future of the Protocol on Democracy and Good Governance of the Economic Community of West African States (ECOWAS) is currently in full swing in Lomé. The Permanent Representative of ECOWAS in Togo, Ambassador Garba Lompo, on Thursday morning launched work in the presence of West African CSOs.


The opening ceremony of the summit was attended by the head of the European Union (EU) delegation to Togo, Nicolas Martinez Berlanga, leaders of the opposition political parties in Togo, including the leader of the Jean-Pierre Fabre and the members of the Group of 6, the Coordinator of the Social Universities of Togo (UST), Prof. David Dosseh, the Academics and leaders of civil society organizations and trade unions from the 15 member countries of the The ECOWAS area.

Supported by the European Union (EU), these international conferences specially focused on the implementation and future of the Protocol on Democracy and Good Governance of the Economic Community of West African States (ECOWAS) , Will be held from 13 to 15 July 2017.


According to the initiators, the aim is to create a synergy between the West African social and social movements and trade unions around the promotion of good governance in the ECOWAS area, to define a clear common position of civil society on the Project to reform the Protocol of Good Governance to advocate for decision-makers to resume discussions on the reform project in order to arrive at a protocol document that responds to the rights and legitimate aspirations of 'West Africa.

"Civil society has not been sufficiently involved in the drafting of the protocol, and especially in its application. Therefore, the objective of these three days of meetings is first to take ownership of the protocol, to revisit it, to dress it up and to make proposals to the subregional institution so that this protocol serves even more the interests Of the citizens of the ECOWAS area, "Prof David Dosseh said.

These three of the works will be furnished with various conferences debates, either in plenary or in the form of panels. Good governance: A reliable vehicle for development, Good Governance and Citizenship: The Role of African Civil Societies, Focus on the ECOWAS Good Governance Protocol: Where are we? The Army and security forces in a democratic state, New Media and their contribution to the promotion of governance in Africa ... are among the topics that will be addressed during the work.

According to Nicolas Martinez Berlanga, head of the EU delegation, this summit confirms the position of civil society in promoting good governance in ECOWAS. At the end of the work, recommendations in terms of amending the protocol of good governance of ECOWAS under a declaration of the citizen summit of Lomé will be handed to the representative of the Sub-regional Institution and the authorities of the country.

Recall that the Protocol A / SP1 / 12/01 on democracy and good governance in addition to the Mechanism for the Management, Conflict Resolution, Peacekeeping and Security was adopted on 21 December 2001 in Dakar.
