A tour of awareness of the OTR that goes wrong in Mango

On Sunday, 16 July, a delegation from the Togolese Revenue Office (OTR) was in the Oti prefecture, specifically in Mango. She was there to prepare the spirits for the installation of a tax revenue agency. The presence of the office in the region is part of the tour in the various localities of Togo. In Mango, it was an old project resurrected following the calm that now reigns in this environment which has known of unfortunate events murderers.

But things did not go as planned. The members of the OTR received a very eventful reception. Young people protested against awareness. They have loudly reacted against this psychological preparation that will mark the ground the definitive establishment of the office of receipts. It took the intervention of the forces of order to disperse the slingers. But this was only partly postponed. For the protesters do not expect to give in soon.

This protest is a signal sent to Kodzo Adedze, the new Commissioner General of the OTR. Indeed, the successor of Henri Gaperi obviously wants to rectify the shot. He even admitted in one of his recent releases the damage caused to economic operators by the Office. His predecessor, by dint of harassment, Has made life difficult for Togolese economic operators.

Under its administration, the OTR created problems that it did not solve. The port of Lomé is one of the cases of the "Gaperian rigorism". Frustrations and disappointments have won the customs-approved businessmen who have preferred the neighboring ports to that of Togo, drastically lowering the turnover of customs revenues at the level of the Autonomous Port of Lomé. This severity has certainly echoed in the Savannah region, one of whose prefectures is the Oti. And that's why its establishment in Mango went wrong. Also, by surfing on a lull in this region, the delegation ignored what was ahead.

The city of Mango seems to be turning back to the dark hours that bereaved it in November 2016. Indeed, The decree on the redevelopment of protected areas in the Oti prefecture has resulted in many victims. 08 deaths in total, many injured and displaced were registered. The people no longer wanted to live in the time of the late Gnassingbé Eyadéma, who, in the name of a certain preservation of fauna and flora, subjected the inhabitants of this region to the worst forms of control (bushmeat) and even the More humiliating. Whilst he himself indulged in hunting parties.

In the book, "Togo, from the Sergeant to the General" by Andoch Noutepe Bonin, recounted how Gnassingbé Eyadéma was hunting for game using the helicopter in the northern region of the country which is full of animal reserves. This had almost created a diplomatic incident between Benin and Togo. Because, It flew over Benin airspace. Also, during his lifetime, the General organized with some of his European friends hunting parties in the environment, informs the book. While, paradoxically, Colonel Djoua, a sad memory, was responsible for carrying out punitive expeditions against the populations to whom he was subjected to severe regulations. These were the sad memories that Mango did not want to relive when it was the Rehabilitation of fauna and flora in the Oti, protesting. Unfortunately, the region paid with its blood and its life against the new decree signed by Faure Gnassingbé.

However, to restore serenity in the Oti, the government had to backtrack by suspending the project. All in all, This disappointment experienced by the OTR delegation in Mango shows that the implementation of the tax revenue management in this area has yet to be matured. The "reform" or the new breath that KodzoAdedze wants to infuse into his administration must not neglect certain aspects such as the deceptive calmness of certain circles, especially very sensitive

Togo now has its plan to combat land degradation

Land degradation is a reality in Togo. According to figures put forward by the Ministry of the Environment, each year 4.14% of the land (nationally) succumb to the phenomenon. And it is in response to the problem that the Government launched last March, the Program of definition of the national targets on neutrality in land degradation (PDC / NDT). On Thursday in Lomé, environmental experts validated a document that will serve as a blueprint for sustainable land management in Togo. This document, which estimates that 23,500 hectares of land are degraded each year in Togo between 2000 and 2010, has already identified national targets assessed on the basis of indicators such as land use, net productivity or carbon. According to the Secretary General of the Ministry of Environment and Forest Resources, Sama Boundjouw, these targets and their measures to be validated will become guidelines for any actor involved in the fight against land degradation in Togo during the next twelve...
