Declaration on the press conference of Yark Damehame, Minister of Security and Civil Protection, and Payadowa Boukpessi, of Territorial Administration, Decentralization and Local Government, held on Thursday, 17 August 2017, following the forthcoming peaceful demonstrations Of the National Pan-African Party (PNP), an opposition party
• ASVITTO denounces an attempt to violate civil and political rights, in the form of threats and intimidations by the government on PNP
The Association of Victims of Torture in Togo (ASVITTO) Carefully monitors the socio-political situation and is challenged by one of the fresh events in Togo.
Indeed, in the exercise of its political activities and following its call to demonstrate peacefully and simultaneously in accordance with the law in several localities of the country on August 19, 2017, the National Pan-African Party (PNP) is confronted with a tacit refusal Of its manifestations by the government authorities through a press conference jointly organized by the Minister of Security and Civil Protection and the Minister of Territorial Administration, Decentralization and Local Authorities.
With this release of the press, the government, by a light and unconvincing pretext, hides very little its real intention to hinder the next demonstrations of the PNP; Because the lack of consensus on the itineraries of the marches can not explain the intention of the repression that could be read in the threatening words of the Minister YARK Damehane of the security and the civil protection.
In view of this situation, ASVITTO invites the Government to comply with article 19 of the Universal Declaration of Human Rights, which states that "Everyone has the right to freedom of opinion and expression , Which implies the right not to be disturbed by its opinions and to seek, receive and impart information and ideas through any means of communication, regardless of frontiers "; Of the Bamako Declaration, which gives the right to political parties to organize and express themselves freely; And the International Covenant on Civil and Political Rights and the Protocols thereto.
In particular, it invites the Minister of Security and Civil Protection to the peaceful supervision of demonstrations within the limits of the law.
Finally, ASVITTO calls on law enforcement officials and demonstrators to observe citizens' behavior towards each other in view of the success of the marches.
