The Council of Ministers met on Tuesday 5 September 2017 at the Palace of the Presidency of the Republic under the presidency of the President of the Republic, His Excellency Faure Essozimna GNASSINGBE. This draft constitutional amendment concerns in particular the limitation of mandates and the method of voting. This initiative is conducive to the preservation of a climate of peace and serenity which is essential to enable our country to intensify its efforts to respond to the basic concerns of the people in terms of improving their living conditions.
The second draft bill authorizes the accession of Togo to the Protocol to the 1974 International Convention for the Safety of Life at Sea, known as the SOLAS CONVENTION. Adopted on 1 November 1974 and entered into force on 25 May 1980, the principal objective of the SOLAS Convention is to establish safety standards on board ships. The aim is precisely to establish a global maritime distress and safety system (GMDSS) and to introduce a harmonized system of visits and issuance of certificates. Adherence to this protocol will enable Togo to harmonize its vessel control system with the flag State and to issue internationally recognized safety certificates to vessels flying its flag that are docking in its port.
The third draft bill authorizes the ratification of the Convention on Transfrontier Co-operation, adopted in Malabo, Equatorial Guinea on 27 June 2014. African states, upon their accession to international sovereignty, have initiated common policies to manage the effects of the barriers arising from the frontiers drawn during the colonial era. These States wanted to establish frameworks of consultation for the achievement of common development objectives based on solidarity between States. The African Union and the regional economic communities were created in this context. The Prime Minister reported to the Council that on 29 August 2017 he had received the draft of the special status of teachers tabled by the drafting committee set up for that purpose. He said that this project will be discussed and enriched with the various stakeholders in the education system with a view to its adoption. The Prime Minister also reported on the introduction of a system of social and medical coverage of primary school pupils in the public sector, in partnership with the insurance companies NSIA and OGAR. Two million students will be involved in this first pilot year. With a total value of CFAF 3.5 billion for this 2017-2018 year, this coverage will be extended to the private and confessional sectors at a later date.
